The Trump administration is at it again, folks, and I’m sipping my coffee, wondering what they’re up to this time. Apparently, they’re moving to cancel a whopping $810 million of funding that Congress has already approved for refugees, immigrants, and other services. I mean, I’ve seen some bold moves in my time, but this one takes the cake. According to the Office of Management and Budget, this “pocket rescission” includes proposed cuts at various departments, including Commerce, Education, and Health and Human Services. The White House argues that these cuts are necessary to eliminate “harmful government spending,” but I’m not so sure about that.
The package of proposed cuts, sent by Trump to House Speaker Mike Johnson, includes rescissions at several departments, including Homeland Security and the Justice Department. Some of these cuts are for international assistance programs, which is interesting, given the current state of global affairs. I’m no expert, but it seems to me that cutting funding for these programs might not be the best idea.
The White House claims that these cuts are necessary because the programs are “unnecessary” or “wasteful.” For example, they’re seeking to cancel $10 million of the $50 million allocated for Minority Business Development Agency programs, citing “unconstitutional race-based purposes.” I’m not sure what to make of this, but it sounds like a pretty contentious issue. The notification letter from the Trump administration states that the MBDA grant programs are “divisive and discriminatory,” which is a pretty strong statement.
Another rescission cancels $567 million for the Refugee and Entrant Assistance account, which funds Office of Refugee Resettlement programs under HHS. The White House argues that this office is “overfunded” due to Trump’s border policies, which have curbed border crossings. I’m not sure if that’s entirely accurate, but I suppose it’s worth considering. Refugees typically enter the US after extensive background checks, so it’s not like they’re just walking in off the street.
Some of the rescissions also pull back funds for DHS, including $15 million for the Alternatives to Detention-Case Management Pilot Program. The administration argues that this move would “eliminate unnecessary and wasteful spending,” but I’m not convinced. Another $10 million would be cut from the U.S. Citizenship and Immigration Services Citizenship and Integration grant program, which is meant to help lawful permanent residents learn English and about US history on their way to becoming US citizens.
Republican Sen. Susan Collins has spoken out against the pocket rescission, saying it “shows that OMB intentionally withheld these funds for months to execute this unlawful cancellation of appropriations that were approved on a bipartisan basis and signed into law.” She’s not alone, either – Democratic Sen. Jeff Merkley has also criticized the move, calling it an “illegal line item veto” that violates the core separation of powers embedded in the Constitution.
The White House, of course, defends its actions, saying that Trump is utilizing “long-neglected Presidential authorities” to cancel the funds. They claim that this is part of their commitment to the American taxpayer, but I’m not sure I buy it. After all, this isn’t the first time the White House has canceled funds that Congress had already approved. They did it last year, too, with a pocket rescission that canceled $4.9 billion in foreign aid.
As I finish my coffee, I have to wonder what the fallout from this will be. Will Congress push back against the White House, or will they let these cuts stand? Only time will tell, but one thing’s for sure – this is going to be an interesting few weeks. And who knows, maybe the Trump administration will surprise us all and come out on top. But I wouldn’t count on it, folks – after all, you can’t always get what you want, especially when it comes to politics. So, I’ll just sit back, sip my coffee, and enjoy the show. 🙄
